Meeting of the Chairpersons of COSAC

The meeting of the Chairpersons of the Conference of Parliamentary Committees for Union Affairs of Parliaments of the European Union (COSAC) is the first event of the parliamentary dimension during the Estonian Presidency of the Council of the European Union. This meeting is a preparation for the COSAC Plenary Meeting, which will be held in Tallinn in November.

In July, the chairpersons of the European Union affairs committees of national parliaments from Member States will come together in Tallinn. The meeting of the Chairpersons of the Committees for Union Affairs and of the representative(s) of the European Parliament is held before each COSAC plenary meeting, in agreement with the Presidential Troika of COSAC.

The Presidential Troika of COSAC is formed of the Presidency, the preceding Presidency and the following Presidency. During the Estonian Presidency, the Presidential Troika consists of the chairpersons of the European Union affairs committees of Estonia, Malta and Bulgaria, and a representative of the European Parliament. The purpose of the Troika is to ensure the continuity of the work of COSAC.

At the COSAC Chairpersons’ Meeting, the delegations are given an overview of the priorities of Estonia's Presidency of the Council of the European Union, the preliminary agenda for the Plenary Meeting in November is adopted, and the outline of the Bi-annual Report is discussed.

The European Union Affairs Committee of the Riigikogu is responsible for the organisation of the Meeting.

Topics of the meetings

At its sitting on 13 March, the European Union Affairs Committee decided that the COSAC Chairpersons’ Meeting would focus on priorities of the Estonian Presidency and start-ups. The future of the EU, the role of national parliaments, the digital single market, security and migration were approved as the topics of the COSAC Plenary Meeting.

Estonia’s Presidency programme is based on four main topics – an open and innovative European economy, a safe and secure Europe, a digital Europe and the free movement of data, and an inclusive and sustainable Europe.

Ivo Špigel wears several hats. He is a co-founder and board member of Perpetuum Mobile, a software and IT services company based in Zagreb, Croatia. He writes monthly columns and other pieces for Mreža (a Croatian IT magazine) and wrote previously for the Croatian edition of Forbes Magazine (since discontinued). His particular topic of interest are European startup founders & entrepreneurs who are making waves on the global high tech scene, about which he has published a book – „The European Startup Revolution“. They are also to blame for his involvement as a cofounder and contributing editor in the online publication covering European technology and startups - Tech.eu.
